    I understand modesty in matters of dressing is that one must follow the directives of Surah Nur and not wear provocative clothes to attract attention. In a situation where a woman attracts attention of the opposite sex without intention because of make up or jwellery worn on face, feet or hands and hair, or a handsome man whose beauty is enhanced by wearing stylish clothes and people of opposite sex stare , will it be a violation of modesty expected by Islam? Sometimes in wedding ceremonies or functions people need to dress up in order to not look like the odd one out, even if they dress modestly people stare at beautifully dressed men and women then what should a modest god fearing person do ?

    Each individual is only responsible for their own deeds. If an individual acts upon the instructions of the Quran clearly stated in Surah An-Nur, they cannot be held to account for the deeds of those who stare at them, in violation of the Quran’s instructions. The first of which is to “restrain their eyes” (irrespective of what anyone is wearing or how anyone looks).
