Assalamualekum bro., my question is related to the topic of tayammum.. If a person reached at the state of janabah and water is available for ghusl and he/ she has enough time for ghusl so that his/ her namaz will offer in its time if he/ she will do ghusl and he/she has no any problem by using water(skin disease)…. Means he/she doesn’t have a valid reason for tayammum…. Then If a person deliberately do tayammum and offer salah.. Then Is his/her salah valid?

Your understanding is correct, in that case, since a requisite of Salah (i.e. ceremonial bath) has not been fulfilled and there was no undue hardship faced by the person, therefore, Salah would not be valid.

I have a doubt bro. that.. How is it possible that If Allah creates tayammum as a secondary method to gain purity for salah then it only works when there are some conditions otherwise it doesn’t work… Is this not illogical… That when there are some conditions then only tayammum makes you pure otherwise it doesn’t work…

As far as use of water for Wuzu and performance of Tayammum is concerned. These matters have been discussed explicitly in the Quran itself, therefore, as far as their status as a pre-requisite for Salah and conditions under which each is to be adopted are concerned, there’s no other way around it:

Believers! When you rise to pray, wash your faces and your hands as far as the elbow, and wipe your heads and wash your feet to the ankle. And if you are [ceremonially] unclean, bathe yourselves. But if you are sick or on a journey, or when, you have just relieved yourselves or had intercourse with women, you find no water, take some clean mud and wipe your faces and your hands with it. God does not wish to burden you; He seeks only to purify you and to perfect His favour to you so that you may express gratitude. (Quran 5:6)

As far as the philosophy behind these directives is concerned, following response may be helpful in this regard:
