Because in surah Naba Allah talks about things we can see such as mountains and the night and day then he mentions seven skies- so does this mean we can somehow observe them too?

There are subtle references in the Quran which indicate that earth is the only planet in this universe where there is life. Consider, for example, the following verses which describe the creation of matter as a passing reference:

Say: is it that you deny Him who created the earth in two days and do you join equals with Him? He is the Lord of all the worlds. He set on it mountains standing firm, high above it and bestowed blessings on the earth and measured therein all things to give them nourishment equally for all the needy. All this took four days. Then He directed His attention to the sky [ie this universe] and it was in the form of smoke at that time and said to it and to the earth: Obey are commands willingly or unwillingly. They said: We are present [before you] in willing obedience. So He completed them as seven heavens [universes] in two days and revealed to each heaven its duty. (41:9-12)

These verses show that at the time of creation of our universe, it was only our own earth which was given the characteristics which were conducive to life. Allah (swt), however, knows best.

The Quran also says that there are seven universes and each universe has an earth:

Allah is He who created seven universes and of the earth a similar number. His directives keep descending in them. (65:12)

It is likely that in each of these earths there is life, since there is in one of them.

    Nuh – 71:15

This ayah says it could imply that we can see these seven skies. How could they then be universes because we can’t see them? These ayaat also seem to referring to quraysh so this would be perhaps directed to them.

All the verses from 14 to 18 relate to signs which we cannot observe with naked eye:

Neither do we see the first instance of human birth from earth itself nor do we see how we will grow from earth again. This is mentioning of some facts along with other signs that can be seen with naked eye like sun, moon, this earth and the mountains. This is the very reason, Quran cannot be put into a single genre, because its a combination of explanation of Allah’s signs, some metaphysical realities and some scientific facts beyond our observation. The reason they are mentioned this way is that Quraysh already believed in God, there was no need to first establish existence of God to them. Therefore, they are being reminded of these signs because I don’t think they had any trouble believing those signs.

Btw the use of phrase “can’t you see/don’t you see” in linguistics doesn’t always imply something that we can see with our naked eyes and we use that in language quite frequently. Sometimes it is used as a concluding inference based on other evidence that is so obvious in front of our eyes.

Exactly ‘do you not see’ could be taken that way I guess

Like I can say ‘look at the camel and how it was created’ and even if you haven’t ever seen a camel you can appreciate it with its descriptions

If I say it’s very well adapted and explain etc

So when Allah explains seven skies are created in harmony and there’s an earth in them like ours, it’s just like explaining the camel

When Allah says look at the sky which we can see and then informs us that there are seven skies like this and are being in the same harmony as this one and each contain an earth like planet. I think we can all infer that from looking at our sky and get a picture of a similar sky. So indirectly, it won’t be wrong to say that can’t you see how we created these seven skies. If a camel is used to explain a similar creation like camel, then the analogy would hold.
