If the hijri calendar is the way God intended then how can it be deemed allowed to legitimise any other calendar system?

“If the hijri calendar is the way God intended” – Never heard this before. How do we know this is what “God intended”?

At-Taubah 9:36
إِنَّ عِدَّةَ ٱلشُّهُورِ عِندَ ٱللَّهِ ٱثۡنَا عَشَرَ شَهۡرًا فِى كِتَٰبِ ٱللَّهِ يَوۡمَ خَلَقَ ٱلسَّمَٰوَٰتِ وَٱلۡأَرۡضَ مِنۡهَآ أَرۡبَعَةٌ حُرُمٌۚ ذَٰلِكَ ٱلدِّينُ ٱلۡقَيِّمُۚ فَلَا تَظۡلِمُواْ فِيهِنَّ أَنفُسَكُمْۚ وَقَٰتِلُواْ ٱلۡمُشۡرِكِينَ كَآفَّةً كَمَا يُقَٰتِلُونَكُمۡ كَآفَّةًۚ وَٱعۡلَمُوٓاْ أَنَّ ٱللَّهَ مَعَ ٱلۡمُتَّقِينَ
English – Pickthall
Lo! the number of the months with Allah is twelve months by Allah’s ordinance in the day that He created the heavens and the earth. Four of them are sacred: that is the right religion. So wrong not yourselves in them. And wage war on all of the idolaters as they are waging war on all of you. And know that Allah is with those who keep their duty (unto Him).

The number of months in the sight of Allah is twelve (in a year)- so ordained by Him the day He created the heavens and the earth; of them four are sacred: that is the straight usage. So wrong not yourselves therein, and fight the Pagans all together as they fight you all together. But know that Allah is with those who restrain themselves.
English – Sahih International
Indeed, the number of months with Allah is twelve [lunar] months in the register of Allah [from] the day He created the heavens and the earth; of these, four are sacred. That is the correct religion, so do not wrong yourselves during them. And fight against the disbelievers collectively as they fight against you collectively. And know that Allah is with the righteous [who fear Him].
English – Transliteration
Inna AAiddata ashshuhoori AAinda Allahiithna AAashara shahran fee kitabi Allahiyawma khalaqa assamawati wal-ardaminha arbaAAatun hurumun thalika addeenualqayyimu fala tathlimoo feehinna anfusakumwaqatiloo almushrikeena kaffatan kama yuqatiloonakumkaffatan waAAlamoo anna Allaha maAAaalmuttaqeen

Well it has some religious implications too like Hajj or Fasting.

So is using another calendar haraam?

I would not consider it Haram. As long as all the religious obligations that relate to lunar calendar are done accordingly (like Hajj, Fasting) it should be fine.
