Quran 4:3 – Multiple Marriages And Injustice
In surah nisa there is an obligation of exercising justice between wives if a man marries more than one. It also states however that one shall never be able to do justice. Considering that, any human being can never fully do justice because of lack of knowledge. Why doesn’t Allah mention the statement “you will never be able to fully do justice even if you desire” when he talks about placing man on this earth as khalifa or in the general context, why keep it specific to marriage only?

I think that you might have misread the verse. It doesn’t state that “one shall never be able to do justice”.
Quran 3:4
Translation by Muhammad Asad
And if you have reason to fear that you might not act equitably towards orphans, then marry from among [other] women such as are lawful to you – [even] two, or three, or four: but if you have reason to fear that you might not be able to treat them with equal fairness, then [only] one – or [from among] those whom you rightfully possess. This will make it more likely that you will not deviate from the right course.

Its says so later in the surah. 4:129 translation:
بیویوں کے درمیان پورا انصاف تو اگر تم چاہو بھی تو نہیں کر سکتے، اِس لیے اتنا کافی ہے کہ ایک کی طرف بالکل اِس طرح نہ جھک جاؤ کہ دوسری اَدھر میں لٹکتی رہ جائے۔ ہاں، اگر اپنے آپ کو درست کرتے رہو گے اور اللہ سے ڈرتے رہو گے تو اللہ بخشنے والا ہے، اُس کی شفقت ابدی [206] ہے۔اور اگر میاں بیوی، دونوں الگ ہی ہو جائیں گے تو اللہ اُن میں سے ہر ایک کواپنی وسعت سے بے نیاز کر دے گا۔ اللہ بڑی وسعت رکھنے والا اور بڑی حکمت والا [207] ہے۔
