The laws which have been prescribed in the Quran are not the matter of consultation like robbery, however for other offences, they consult each other like, in the time of the second caliph umar, they mutually consulted to decide the punishment of drinking wine as 80 lashes.

Regarding statement ‘The laws which have been prescribed in the Quran are not the matter of consultation like robbery’.If there are two three interpretations of that then will there be consultation or what? Like one says it was just for that time not today, other says it is for today but if robbery is more than x amount, third says that no if the amount is y much etc.

Whichever interpretation of Sharia the majority will agree, will be enacted as a law in the country.

This is about application of the law, and to be decided by the judge in authority.
