Islam’s concern is the ethical aspect of dress. The dress must be in accordance with the ethical and moral norms for dress of a society. To keep up ethical norms is logical. It satisfies your moral sense and of the society too.

So in some society, if one wear short clothes (shorts,nikers…..),and they take it as normal like to an extent in Europe and in jungle tribes where some don’t even wear, so would Islam allow it?

We talk about civilised world. Short cloths are not considered decent even in the European societies. Their decent and official dress is still quite quite covering. The decent, moral standards in dressing are to be followed which are to some extent different in different societies.

Even these people take care to cover at least their private parts. but if they stay naked, they are ones who deviated from the human nature and the civilisation which men all around the world established with decent norms.

The society and our common sense and aesthetic sense tell us.

And some authority like school or even state, do they have the authority to force us to have clothes (i am not saying some specific clothes, but to have clothes) like if a person goes naked then on which authority can they force one to have clothes?

To go naked, is Munkar, (a universally unacceptable act) and the authorities have right to force one to cover him or her self.
