    اگر زکوٰۃ اللہ اور حکومت کا حق ہے تو پھر کیا ہماری یہ ذمہ داری نہیں کہ ہم صرف حکومت ہی کو زکوٰۃ دیں (ہر بینک میں حکومت کا زکوٰۃ وصولی کا انتظام ہوتا ہے اگر کوئی دینا چاہیے) اور انفرادی طور پر مستحقین کو نہ دیں کیونکہ پہلا حق تو حکومت کا ہے اور حکومت تک زکوٰۃ پہنچائی جا سکتی ہے

    Ideally Government should collect Zakat from its Muslim citizens and if it does so, Muslims are obliged to pay it to the government. Since we are being governed by a system of taxation in Pakistan, which government collects forcefully at any cost, therefore, most of of the citizens would end up adjusting their zakat obligation against tax paid by them to the government. But still, if someone wants to pay their Zakat separately to the Government, they can do so. But for it to be obligatory, the rulers must have a conscious understanding of Zakat, they should demand it as Zakat and there should be no parallel forced taxation system.
