I agree with you, but as long as fashion or cosmetics are not overdone. If we take stricter interpretation, then all kinds of clothes, even colored clothes will come under fashion and all kinds of cosmetics, even a creme or cleaning up someone’s eyebrows or cleaning up female mustache or body hair will come under beauty or decorating themselves.
So, in my opinion, based on a culture, if anyone goes above and beyond the norms will be extra fashion or overuse of cosmetics; especially if it invites special attention. This doesn’t make an exception for basics; that is if the normal culture is nudity, it doesn’t make it acceptable to be nude.
