    If these deducted money is to be given to you and or to be spend on you, it cannot be counted as Zakat, However, if they are for the collective good, a pubic expense, then, it can be counted as zakat paid.

    In United States, Social Security and Medicare are for the future benefit of the individual paying these taxes, hence they can’t be deducted from zakat as pointed out by Dr. Irfan Shahzad.
