No no I am talking about the app… Because other scholars are saying that I can recite Quran from app.. as it is not the book.. we are not allowed to touch the book… But can recite from app…

Yes technically app is not the book, however, it does contain the book in digital format. There can be differences of opinion on it, but personally I would refrain from it.
