It is more than that, otherwise, an additional directive was not necessary. This is the embellishment which is supposed to be covered by women who are able to marry, but this embellishment can be uncovered by older women who have lost their sexual urge and towards whom men feel no attraction as long as the intention and the effort is not to show off their embellishments. It simply means that they need not bother about covering their embellishments on their chest, neckline etc.
