Dear freinds, could you elaborate how can we find out that a person is مولفه القلوب to pay him Zakat and can you explain why Hazrat Umer rd did not let to determine Zakat for مولفه القلوب in his Khilafah.

Zakat can be given to any needy person or a cause that works for the betterment of the society.
