    To my understanding, Zakat and charity starts from the nearest relatives and neighbors.

    If a siblings is the poorest of all other siblings, but living above abject poverty, living in a family home and having job that barely covers essential expenses and have no significant savings of their own, does Zakat applies to the sibling? If not, does charity applies to the sibling? This is all while there are many cousins and other relatives that are in far worse situation than the sibling.

    Who should receive the Zakat or Charity in such situation? The sibling or other relatives that are in far worst situation than the sibling?

    If your state doesn’t collect zakat then you can give it to any individual or a cause at your discretion. It’s correct that the closet in relationship have the highest right, including parents and siblings.

      1. Does a person need to be below some poverty threshold to receive Zakat?

      2. How about Charity? Do we need to give Charity to people poorer than us?

      3. For a Charity receiver, Is there an income threshold to verify before paying Charity?

      Such things are left up to one’s discretion. Depending upon the situation and the person or cause one wants to help, these parameters could vary. Of course, as a God conscious Muslim, one is expected to use his / her best judgment and give zakat or other charities with utmost sincerity where they will be beneficial to another individual or the society.
