It was about the Jews and christians of the time of the prophet who waged war and opposition against him. It is not a a general statement. The verses which tells it also tells that the companions of the prophet should not make friends with them against the interest of the Muslims. The national interest should not be compromised. When there is no circumstances like that Muslim can make friends with them the way they are allowed to marry their women and eat their meal.
