    Assalamualaikum

Surah Najm, Ayat 7, ghamidi sahab writes that:

The actual words are: الۡاُفُقِ الۡاَعۡلٰي. It refers to the horizon which is directly in front of a person’s line of sight. This is a mention of the first revelation and Gabriel’s meeting with the Prophet (sws). The implication is that he appeared in a stark and unambiguous way the way the full moon or the midday sun appears and the Prophet (sws) saw him with his open eyes.

On what basis does he specify it to the first revelation?

This is not the first revelation, but narrating the event of the first revelation. According to Ghamidi sahib, the whole description suits the first experience of revelation. The verse 13 tells the second occasion after the first.
