    Most countries in the world can’t afford to fight a conventional war as it would result in mutual destruction of all parties involved, a key example would be Pakistan and India. This has brought fourth generation warfare to the front, where each state uses and sponsors a “violent non state actor” (VNSA) ie terrorists, separatists, rioters etc to destabilize the enemy state. The attack occurs on all fronts ; economical, political, the media, military, and civilian

    A key feature of fourth generation warfare goes against the Islamic precept of Qital, Jihad : Civilian and military zones, combatants and non-combatants are all subject to attacks by VNSA.

    The VNSA lack a hierarchical structure or a formal authority, a low profile is kept and small operations are carried out. This is notably against the strict hierarchical system of traditional Muslim armies. 4th Gen warfare doesn’t care for the Geneva convention or any charter of human rights as it’s an obstacle. This is also against Islam in every way possible.

    It’s easy to condemn terrorism but we have to open our eyes to the world and see how terrorism ( use of VNSA ) unfortunately is a neccessary military/political tactic of the modern world, just as interest is neccessary to run world economy. It would be great if the whole world resolved to not engage in 4th gen warfare but the ground reality (real politik) makes this almost impossible. This is one of the most neglected aspect of judicial reform in Islam due to its controversial nature. Where do we go from here ? Do we condemn 4th Gen warfare and engage in it hypocritically or approve it for the time being ?
