It is not a Biddah in Isolation as long as the person is doing it at an individual level for the purpose of Dua.
However, it is not recommended because neither was it uswa of Prophet Muhammad (SWS) nor is it in line with spirit of Salah itself. The spirirt of Salah–which entails–that all prayers (‘dua-o-manajat‘) should be done during Salah and not after finishing it.
