To rely on the things to get result is a natural process. We rely on them with faith in God that if He wills He can alter the results in our favour or according to His knowledge and wisdom. The relation of cause and effect which gives normal results the system God has initiated. To imagine that to rely upon God means to always get the desired results is making God bound which He is not. He acts according to His knowledge and wisdom. Our desire may or may not fit in His plan.

But if someone never bothers about God and rely his experience only, He is forgetful of God. This is a kind of behavior Shirk, not of belief as we find in Surah al-Kahaf that the man who had a garden relies solely on his resources, and His bheaviour is called Shirk.

Having said this, keep in mind that politicians, especially of Pakistan, are prone to use religion to get their political gains. This has always been very dangerous. Their superficial understanding of religion can cause havoc to society.
