Such matters are left to husband and wife to decide together and it is left to their personal decisions that they agree upon mutually. Generally it is the responsbility of husband to spend on his wife, it is however, considered a favor from wife if she wishes to spend on husband. So if the wife allows, the husband may accept her money/earnings but he cannot demand it, he has no right over it.
