Ijma and Tawatur are mode of transmission of Sunnah, but mere presence of ijma and tawatur does not make any act/deed Sunnah on its own. For an act/deed to be classed as Sunnah, it needs to be established as religion first. (i.e. whether it is related to worship or purification of the body, purification of food or purification of morals, because if all the rules of religion are investigated, then this fact becomes clear that religions includes these four things).

Ghamidi Sahab has written principles of determining Sunnah in order to extract Sunnah from ijma and tawatur.

The matter of beard is primarily an issue of akbar-i-ahad; opinions based on its status as being religion were primarily based on hadith narrations, not on any ijma and tawatur.
