Also, which age range constitute it? On average if any scholar or knowledgeable person can answer it?

There is neither any particular importance for repentance during youth nor there are any references available for any credible hadith narrations in this regards.
According to the Quran, God accepts repentance throughout one’s lifetime. As long as a person realizes their mistake and sincerely repents soon after, God accepts their repentance.
