Asalam o alaikum. can we read translation of Quran:
without covering head and
without performing wudu?
which is better to do please advise.

Wudu is a prerequisite, without which prayer cannot be performed. Covering of the head falls in the category of manners, which should not be avoided without reason, but without which prayer is not affected.

If you are reading a translation of the Quran without being in salah you may read it without wuzu or covering your head.
