Yeah as long as it doesn’t contain fawahish or shirk. So on its own animation or cartoons are not haraam but if they are used to promote things that are haraam then muslims should refrain from such cartoons or animations.

Yes you can draw facial features. The prohibition had nothing to do with facial features or eyes as some people think.
