There is a narration which states that Mother ayesha(raziallahu anha) was so strict with ragards to observe the face covering. During a journey her(Raziallahu ahna) face was un intentionally exposed and when he felt that a sahabi seen her face she quickly coverd it..

So how it is not mandatory on every muslim women to cover her face ?

In religion, to establish a thing to be a content of Deen and its position in Deen, we need an injunction from Quran and something inferred from Quranic principles, and something that came to us through the perpetual sunnah of the prophet.

Ahadith depend upon Quran and sunnah, they have the information which tells the application of some injunctions, mentioned in Quran explicitly or in principle, or in Sunnah.

Ahadith are indirect narration, narrated by the narrators which may be misquoted, or ill-quoted etc.

The companions’ individual acts, like the one cited in the report above, if reported correctly, are their individual acts, which can be a reference for others, only if they qualify the criterion that they are an application of some content of Deen from Quran or sunnah.

Another thing to keep in mind is that the wives of the propeht were to adopt a special code of Parda, which was not obligory to other women, see the following verse:

Wives of the Prophet! You are not like common women. If you fear God, do not adopt a soft tone [with these people] so that he who has an ailment in his heart should have any false hope and speak to them in the conventional way. (33: 32-33)
