What are the responsibilities of the rest of us who live in peace with respect to those who suffer in areas like Palestine, Syria etc.

What can we do best for them?

I think the least we can do is to make sincere dua for them.

According to one’s capacity and means one should try one’s best to benefit one’s brethren.

About such political issues, one must be well-informed before taking any step.

It isn’t the obligatory duty of countries where there is Muslim majority and government to free them from that oppression?

If some Muslims have enough power to do so, it becomes their religious and ethical duty to rescue their brothers.

But the case should be clear enough. Political cases nowadays are very complexed.

As a principle, it is obligatory on Muslims through their leadership to wage war against oppression and injustice. But it becomes obligatory only when certain condtions are fulfilled. In the absence of such conditions, Jihad does not becomes obligatory on Muslims.
