    As’salamualaykum,

    There is state which is open & known to everyone and there is a state which is hidden.

    Can the personal law board and deonandi madarsa network in india can be considered as hidden nazm e ijtimai.

    If yes, then does this hidden state have rights to do persecution of someone who goes against their nazm by having different beliefs and practices etc. Because there are many people and sects who think differently and practice differently from them (i.e different sects of sunni and non-sunni islam).

    Also, please define what will be considered as baghawat (rebellion) against this nazm ? and can this hidden state use spying on specific individuals to blackmail them or stop them from changing their personal beliefs and practices.

    Every organization is a legal entity within a state, formed according to the laws of that state, and is required to abide by the laws of such a state as well. Darul Uloom Deoband is a legal entity within India and other countries where its branches exist. There is no reason to consider it a state within a state.
