What’s the definition of rizq according to quran ?

Is it in quran that no one can give or take away rizq without allah’s permission.

    Jazakallahu khairaa.

In the matters of rizq, god given abilities and environment i.e qadr and tadbeer are entangled with each other. But again it comes back full circle that tadbeer would be as good as abilities and environment provided by god i.e qadr.

People are not equally intelligent or they have same experiences etc and so these factors will effect in the tadbeer and thus these actions will have an effect on rizq.

Kindly validate if the above statements are correct.

Innate ability and environment do vary from individual to individual which were pre-written for the individual and which is necessary for the effective functioning of the scheme of tests and trials. The tadbir however has to come from an individual, it is true that same level of tadbir by two idividuals may not reap the same result all the time, but the absence of tadbir would definitely render that innate ability useless. Therefore, tadbir is as equally important as the innate ability or the environment are for the individual.
