This is emphasis on the fact that despite so many ways and oppotunities to get forgiveness during the month of Ramadhan, if a person still fails to achieve that, then it means that person has arranged for his own destruction.

It must be kept in mind that Ahadith are reportings of narrators in their own words which they understood from the Prophet (sws), therefore in order to get the complete message of any hadith, all ahadith on one particular topic need to be studied to get the essence of the message.

Following hadith explains the same topic but with slighly different wordings and in more detail, which helps in understanding the essence of this hadith as well:

In the program ilm o hikmat ….on this question ghamidi shb replied that the true words of the Hadith are “the one who does not want forgiveness rather than the one who does not get that “

    Is it true….?

I am not sure which exact episode you are referring to but it also makes sense because action needs to initiate from the person and then forgiveness entails as a result from God. And because of the countless opportunities in Ramzan, it is highly unlikely that a person who actually seeks redemption and forgiveness, will be returned empty handed.
