It is not distance which decides when to Qasr Salah, rather it is ‘unsual hardship‘ in which one can do Qasr where Fajr will be 2 Rakah, Zohr will be 2 Rakah, Asr will be 2 Rakah, Maghrib will be 3 Rakah and Isha will be 2 Rakah. In such instances of undue hardship, there is also option to combine Asr with Zohr (in Zohr time) or Zohr with Asr (in Asr time) and same for Maghrib and Isha.
