Salam,
This year, in Saudia the Day of Arafat i.e., 9th on Zil Hajj will be on 27th June. But in Pakistan, it will be on 28th June.
When should people living in Pakistan observe the Day of Arafat?

The people have to follow their local calendar.
Although it is permissible to follow the single lunar calendar, but, it is yet not possible.

According to Ghamidi Sahab, we should follow the Saudi Calendar in observing the day of Arafa.
