Asselamu aleykum,
Is it permissible for one to qasr the prayer, due to sickness (or even the fever), And to do tayyamum, and pray on bed, if someone finds it difficult to get up from the bed?

In principle, God does not want people to have undue difficulty in the matters of worship. Sickness or any other type of difficulty can be valid excuses, but it is for each person to decide on their own depending upon their situation.
