Allah and his Rasool did not disallow them, so we cannot disallwo them. Keep in mind that the special status of Hijaz is not applied to other parts of the world. In Hijaz non-Mulims are not allowed to reside or preach or build their places of worship. The rest of the world is an open for both Muslims and Non Muslims. The companions never banned preaching by Non-Muslims in the lands they conquered.
Preaching and coversion to other Deen is a matter of knowledge and debate, it cannot be treated by power.
