If anything causes intoxication, regardless of the quantity consumed, it cannot be considered as permissible in Islam. In my understanding, marijuana does fall into the category of intoxicants therefore it is considered haram.

In “کل مسکر خمر”, does the word “مسکر” denote wine-like intoxicants or just any intoxicant?

Those words are not mentioned in the response above or words from the Quran so I am not sure about the context of your question. However, as explained earlier, the prohibition is for any substance that causes intoxication.

Muskir means intoxicant. Every intoxicant has the ruling same as that of Khamr.

Kindly provide a reference from a reliable classical Arabic dictionary.

It’s a common word that you can search in your favorite dictionary. Here is an entry in Hans Wehr 4th ed. pp. 486.

This same dictionary defines muskir as intoxicating liquor.

Meanings of words are determined from their context, not according to our own desires.

I think that the Prophet would have included Cannabis in muskir had it been present in his lifetime because he used the word muskir to point out the intoxicating property of the drinks.

Marijuana can induce psychosis and cause schizophrenia. 35% of adolescents that use marijuana will grow up to develop schizophrenia, which is a terrible and scary disease. There are also withdrawal symptoms from overuse, leading to irritability, anger, high heart rate, etc., all of which are contrary to its ‘calming affect’. Marijuana also harms brain development, which continues into one’s mid to late twenties. It’s a misconception that marijuana is something ‘good’.
