as it is said that publicly doing a sin is a rebellious behavior so that’s why the ahadith say such words. and another probable aspect was also that it would encourage others to do it too.
My question is that if for example Azhar doesn’t think that Music is Haram. although the majority of people around him think music is Haram. so if he is sitting in his car parked somewhere and listening to music which is also heard by people who pass by near his car. keeping the 2 reasons mentioned above about the hadith. would azhar be sinful? or not? please elaborate

Why would he be sinful for something which is not Haram?
Although it will be advised to him to respect the religious sensitivities of other Muslims around him and try to listen musice via headphones. We should teach some social etiquettes to Azhar Sahab and not call him rebellious.
