Befriending Non Muslims With No Enemity Against Muslims
O believers! Do not take My enemies and yours as trusted allies, showing them affection even though they deny what has come to you of the truth. They drove the Messenger and yourselves out ˹of Mecca˺, simply for your belief in Allah, your Lord. If you ˹truly˺ emigrated1 to struggle in My cause and seek My pleasure, ˹then do not take them as allies,˺ disclosing secrets ˹of the believers˺ to the pagans out of affection for them, when I know best whatever you conceal and whatever you reveal. And whoever of you does this has truly strayed from the Right Way.__60:1
In this ayat we see that two reasons are defined one that they disbelieved and the second that they showed enemity, now I have a question, if someone doesn’t show enemity and is Only a disbeliever then what should be our dealings with him would we still hate him and not love him and befriend him?

The answer to your question can be found in the verses 7 and 8 of the same Surah
لَّا يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ لَمْ يُقَاتِلُوكُمْ فِي الدِّينِ وَلَمْ يُخْرِجُوكُم مِّن دِيَارِكُمْ أَن تَبَرُّوهُمْ وَتُقْسِطُوا إِلَيْهِمْ ۚ إِنَّ اللَّهَ يُحِبُّ الْمُقْسِطِينَ ﴿٨﴾ إِنَّمَا يَنْهَاكُمُ اللَّهُ عَنِ الَّذِينَ قَاتَلُوكُمْ فِي الدِّينِ وَأَخْرَجُوكُم مِّن دِيَارِكُمْ وَظَاهَرُوا عَلَىٰ إِخْرَاجِكُمْ أَن تَوَلَّوْهُمْ ۚ وَمَن يَتَوَلَّهُمْ فَأُولَٰئِكَ هُمُ الظَّالِمُونَ
We are not supposed to hate any non-Muslim just because he is not a Muslim.
