Fuhash (indecency, obscenity) and lying are haram for being unethical and immoral. This applies to every act which falls into these categories. Flirting is therefore not allowed.

lying or obscenity are not present there, atleast many of the times as per my observation but though I got your point.

Muslim men and women are asked to guard their gazes and instructed not to get close to Zina. Flirting involves both.

Islam does not prohibit mixing of genders, or meeting of young men and women on social occasions or for knowing each other. After all, that is the only way young men and women are able to find mates/spouses for them, in a healthy manner.

These are more of cultural traditions in our part of the world which prohibit or discourage young men and women from meeting each other, which is not healthy. This also results in a high ratio of cousin or inter-family marriages due to lack of exposure of young people, many of who end up having little to no social contacts for selecting a spouse for marriage. It is a well-known scientific fact that cousin marriages are not healthy for off-spring, and should be discouraged.

However, as pointed out by Dr Irfan sahab, there shouldn’t be any lying, and obscenity while engaging with the person of other gender. Quranic code of conduct should be followed at all times which includes no lewd talk and complete safeguarding of sight.
