    This is to advise the women to be properly dressed up when they go out as there might be some mischievous people who might be staring at them. It is not about discouraging them not to going out of their houses, as there is no directive in the Quran or hadith that restricts women in houses.

    However, this hadith is an authentic one.

    As stated above,

    It might be during the situation when the hypocrites had launched a campaign of slandering Muslim women and men as mentioned by the Quran in Surah al-Ahzab.

    Now the women themselves can decide if the outside circumstances are secure and comfortable for them or not. The societies where the situation of law and order is not good enough, women might face more problems of this kind. But if the circumstances are good, they can they are good to go. In principle, there is no instruction for women to stay in their houses. However, in special cases, or some individual cases, we might advise a woman to stay at home because this might be her requirement. But this cannot be a general principle.

    It is the society, the circumstances, requirements, and aptitudes that decide the social role of women. Islam does not restrict women in this regard.
