The sense of morality is innate. On its basis, humans decide what is moral and immoral. To tell a lie, or to kill someone is undoubtedly immoral, but in some cases, it might be debatable whether a thing or act is moral or immoral. Then we discussed it to determine its nature, like Riba or interest on loan, is moral or immoral. God gave His verdict that it is immoral.
In some cases, this decision has to be made by us, for example, shaking hands of men and women in some cultures is normal and in some it is immoral. Then we have to decide accordingly.
