The period of three menstrual cycles described in Qruan as iddat is usually completed in three months. That is why 90 days are appointed as the iddat period. It is not a violation. If a women’s three periods ends sooner or later, she can file a petition to consider her unusual case.

But technically it cant be paraphrased as quranic law, because quran says it is three cycles, then it is only three cycles, we cant put an average of 28 days for every woman and call it quran and Allahs exact words?

The state has to make procedures for the law. Such things are requirements of the procedure. Specifications are required for that. Therefore, when any procedural law is found not in line with the spirit of Shariah, it is objected to correct. This one is found aligned with the Shariah.
