Surah Tawba- Ayaat 91 There is no blame on the weak nor on the sick nor on those who have nothing to enable them to join (the struggle in the Way of Allah) if they stay behind provided that they are sincere to Allah and to His Messenger. There is no cause for reproach against those who do good. Allah is All-Forgiving, Ever Merciful.

Is the struggle mean jihad here? Or is it for every weak person to have no blame in the way of shariah?

It is in the context of the Battle of Tabuk. So it is about Jihad. Those who were unable to participate were excused.

Do we see Quran ayat as a context? Or do we as a Muslim see it as a ayat for us as it is mentioned in Quran like it’s said har kam ka waqt mukrsr hai… surah qamar so we see it as like everything has its own time whether it’s marriage or anything like it’s by hikmat and izan of Allah that it will happen. Or we see it as in context only?

It is the context of the verses which decides whether the application of a particular verse is universal or time-specific and what is the right occasion of the verse. If we read Quran Surah Tawbah from verse 86 onward, it becomes clear that these verses are specifically talking about Jihad in the way of Allah, both with life and with wealth.

The relaxation mentioned in verse 91 was for that specific time only, but the illah (rationale) behind that verse is universal i.e. this means that if Muslims are going through similar situation of Jihad today then weak muslims or those who are sick etc. will fall under the same relaxation as provided in this verse.

For general relaxation in matters of Sharia, other verses of Quran are available. Please see:
