This is a natural phenomenon. The human history and experience tell that the ratio stays almost the same.

All of these segments play a role in maintaining stability in a society just the way natural gender segregation of male and female does in the society. Intellectuals and Ideological people tend to educate the society or set new trends which are then followed by the masses through an evolutionary process. In my understanding, this much percentage is enough to do the job if they do it properly, the rest will be upto the other segments to step forward and either accept or reject that change.
