It is one of the major sins like not saying prayer. The sin belongs to Muslim, no matter he lives in a Muslim or a non Muslim country.

What we tell here is what we know, nothing can be told what we do not know.
Any obligatory command of God if not fulfilled deliberately with no excuse, is His disobedience and is a major sin. These are His Hudud and for His Hudud He has declared 94: 14)
وَمَن يَعْصِ اللَّهَ وَرَسُولَهُ وَيَتَعَدَّ حُدُودَهُ يُدْخِلْهُ نَارًا خَالِدًا فِيهَا وَلَهُ عَذَابٌ مُّهِينٌ
And those who are disobedient to God and His Messenger and cross the bounds set by Him, He shall cast them into the Fire wherein they shall abide forever. And for them is a humiliating punishment.
The answer to your question is, that it is our Ijtihad, since the Quran and Hadith are silent on this issue, that Zakat is a tax (in addition to its being a religious ritual) it can be given to a non-Muslim government because the purpose of the tax and zakat is the same in terms of spending them for the welfare of the public.
