In this ayat the believers would say to the hypocrites on the day of judgement that you doubted but isn’t the punishment for deliberate denial then why would they be punished for their doubts and why would it be said that you doubted?

They are the ones who prefer to doubt instead of having all the evidence of truth. Some people out there insist on proving their very existence to begin with. Therefore Descartes has to say, ‘I think, therefore I am’. This insistence on having doubt is a kind of deliberate denial; therefore, they receive the same punishment as that of outright deniers.
