Offering salam is a prayer in its nature therefore we can say as-salamu-alaikum ya ahl al-kubur before the graves of all the people irrespective of religion except for the graves of known perpetrators of polytheism and known perpetrators of Kufr. For such people, Ghamidi Sahab suggests that we cannot do general prayer, however, we can do the prayer mentioned in Quran 5:118. (For details: Discussion 70183).
