Congregational prayer is not prescribed as obligatory, however, it is more rewarding to go to a mosque and receive more blessings from God. On the other God has told us that Deen is eas. It is, therefore, not obligatory or necessary to go to the mosque during rain. If you go it is your choice and will be rewarded, if you do no go there is no blame on you.
