Dramas are not truth. We need to investigate it through books where it is mentioned.
Hazrat Umar of course couldn’t go against the injunctions of the prophet. But he always follow the reason behind the injunctions. The property gave the lands to the people to irrigate them. If they did not fulfil the purpose they simple lost their claim to have it. The land cannot be owned by the people. It is equal for all as per the Qur’an. For administration the state manages it. It is given to the people to use it for some good. It can’t be wasted as all have a right to benefit from it.
