Yes it is not allowed for the non muslims to stay there permanently. It is the area around the center of Tawheed appointed by Allah. It is a sanctuary.

So property ownership rights shouldn’t be allowed for Non Muslims, as of today the major chunk of property buyers/owners in UAE are Non Muslims.

It is not allowed. I do not know the actual status of the ownership of the non Muslims in these areas, either they have taken the land on lease or have complete right of ownership.
