  HEC Bond For PhD

  Assalam o alaikum,

  One of my friends received PhD scholarship from government of Pakistan while paid hefty amount in USD to this student for 5 years. A condition attached with this scholarship is to serve country for five years once degree is completed. Now this friend is not willing to go back and thinks that he will unsafe in Pakistan. I continuously tell him that it’s bad given a poor country has paid for his education and now wants something in return. Also, it’s against sunnah not paying debts and breaking promises. Any specific ruling in this case? Please help me with this question, I want to convince him to not break his bond.

  There are rules there in the bond. He has to return the amount spent on him by HEC.
