Taxation More Than Zakat
Assalamualaikum!
What is the best way in the modern era to take consent from public in case a Muslim state is wanting to collect taxes above the levels of Zakaat?
(I heard Ghamidi Saheb doesn’t agree with the principle of ‘no taxation without representation’)

There are no comments of Ghamidi Sahab on the mode of mechanism that can be adopted by a state.
However, following scenarios seem practically possible:
i) State can ask for voluntary donations or;
ii) State can hold a referendum in this regard or;
iii) Constitutional amendment of this kind.
In either of the cases ii or iii, every individual should still be given a right to either opt-in or opt-out of the payment of additional tax in accordance with the procedure/rules set out in this regard.
